Help remove secrecy in the lab

Posted: 19 March 2013. Updated: 15 July 2013

Please help the NAVS campaign for greater transparency in the lab by supporting our call for the repeal of Section 24 of the Animals (Scientific Procedures) Act 1986 Amendment Regulations 2012, the law governing the use of animals in experiments in the UK. Section 24 is currently used by the research industry to keep details of animal tests they conduct under wraps. This would not compromise personal information or security as only access to the technical details of experiments would be required. And Section 24 is already redundant anyway, as the Freedom of Information Act 2000 (FOIA) already provides the protection that might be needed for personal information, intellectual property and commercial interests.

The use of animals in research is of considerable public concern but little is known about the experiments that take place behind closed doors. Licence applications to conduct animal experiments are made to the Home Office in secret and access to information that would allow us to review and consider the scientific, ethical and animal welfare aspects of animal use is not simply permitted.

Section 24 places a blanket ban on the release of information about animal experiments, preventing open debate and wider scientific scrutiny. This is at odds with the commitments to transparency within the EU Directive concerning the use of animals in research. Public accountability and access to information is a fundamental tenet of Directive 2010/63/EU.

In order to replace the use of animals with better, humane alternatives we need to know what is happening in the lab behind closed doors. Please help us campaign for change.
