EU chemicals testing: Next steps

2006 - 2008:

The formal statement of the Common Position of the Council should be approved under the Austrian Presidency by June 2006, paving the way for the second reading of the proposal by the European Parliament.

It is expected that the final decision on REACH will be made by the European Parliament and Council in autumn 2006. The European Commission expects REACH to come into force in the spring of 2007. Thereafter, it will take about a year for the REACH Agency to be operational. The operational requirements of REACH are expected to start to be applied from 2008 onwards.

The NAVS and ADI campaign:

Our intense lobbying over the past few years must continue throughout 2006. We must not give up, and we must not be deterred by the difficulties presented by taking on opposition of the size of the chemical industry and government inertia. The continued emphasis on animal testing within the REACH regulations means that the largest-ever mass testing programme is still on the horizon. We can make a difference with our determination and our refusal to give up.
